Cuyahoga County commissioners heard today about design changes in the planned Cleveland convention center and medical merchandise mart that could add $40 million to the top-line cost of the project. But they emphasized that the changes make the convention center more attractive to show promoters and that the bottom-line cost to taxpayers is unchanged.
